Shura (Japanese: アシュラ Asyura) is a character in Fire Emblem Fates. The Hoshidan-born leader of a Nohrian band of thieves, having formerly lived in the now-ruined Duchy of Kohga and formerly served royalty, Shura keeps low by disguising himself as a common crook.
Biography
Shura was born in the small nation of Kohga to a clan of ninja that served the Hoshidan royal family.[2] When he was a child, the neighboring kingdom Mokushu, invaded Kohga, massacring its people and burning the nation to the ground so that they could claim the land for Mokushu. After Kohga fell, Shura was chased from his home, leading to him being separated from the other survivors and left to fend for himself. He attempted to flee to Hoshido, but was denied entry despite being a refugee who was born in service to the Hoshidian royals.[3][4] This meant that his only remaining option was Nohr, so he moved to Windmire[5] where had no choice but to steal and kill in order to survive.[6]
Shura's life as an outlaw eventually led to him leading a group of like minded thieves and becoming a well known criminal to many of Nohr's residents.[3][7] After Hoshido repeatedly failed to rescue the kidnapped royal child Corrin, Yukimura, a strategist of the kingdom, commissioned Shura to assist him in kidnapping the Nohrian Princess Azura as revenge. Shura accepted the job and led Yukimaru through a secret tunnel that exists beneath Castle Krakenburg, both out of a desire to honor the relationship his clan once had with the Hoshidan royals and a hope to take advantage of the eventual war that might break out as a result of the kidnapping.[8] Despite giving up on his honor, Shura continuously chased his dream to one day take revenge against Kotaro, the daimyo of Mokushu, and rebuild Kohga.[9]
Regardless of which route was chosen, after the conclusion of the war Shura leaves behind his life as an outlaw and dedicates the rest of his life to rebuilding Kohga. With help from the Hoshidan royal family, he succeeds in reestablishing the nation and is elected as the new governor of Kohga.[10]
Birthright
When Corrin and their companions arrived in Windmire, they were surrounded by Shura and his gang of thieves, who believed the group were mere travelers.[11] Shura demanded that they hand over their valuables, which left Corrin no choice but to engage in battle with the criminals.
After Shura was defeated by Corrin's army, Azura asked him if he knew about the secret passageway to Castle Krakenburg that was used during her kidnapping. Shura refused to tell them the information without being promised a large sum of money in return, which made Ryoma reveal himself as the heir to the Hoshidan throne so that he could promise Shura unlimited wealth if he cooperated. Upon learning that he was speaking to Hoshian royalty, Shura immediately apologized for his prior behavior and explained his past as a ninja of Kohga who was meant to serve Ryoma and his family. Ryoma in turn offered his support in rebuilding Kohga after the war on the condition that Shura joined their cause and gave them the information they sought. Shura agreed to this, thankful to have hope for the future of his homeland, and led them to the underground passages that exist below Windmire.
Conquest
After Corrin and their army departed on a ship to invade to Hoshido, they soon discovered that their war chest had fallen prey to pirates that had snuck on board before they set sail. These pirates were being led by Shura, who had used his ninja training to disguise himself as one of Nohr's soldiers. The Nohrian army, suspecting a Hoshidan ninja was behind this, carefully checked their soldiers looking for a fake amongst them until they eventually found Shura and defeated him.
As the royals discussed what to do with Shura now that he was caught, he recognized Azura as the girl he had helped kidnap many years ago and confessed to his crime. Azura was shocked at this information and asked why a Nohrian would kidnap a princess of the kingdom. Shura revealed his past as a ninja of Kohga and that his true reasoning for boarding their ship was not merely to steal the gold, but also as a way to return to Hoshido so he could exact his revenge.[12] He asked to be allowed to join their army to make up for his past mistakes in kidnapping Azura and stealing from them, but Leo and Camilla are convinced that he would surely betray them if he was allowed to live.
Corrin has the choice to either kill Shura or spare him and recruit him to their army. If they spare his life, Shura is grateful and swears his life to Corrin. If Corrin chooses to kill him, Shura accepts his fate as something he deserved due to his life of crime.
Revelation
Shura traveled to Sevenfold Sanctuary with the hope that the Rainbow Sage could give him the strength to rebuild Kohga.[13] At the sanctuary, he met Corrin, who was on their own journey to the Sage to seek answers that could help end the war, and learned that their army had defeated Kotaro. In gratitude for killing the man that had destroyed his home and believing Corrin could help him accomplish other goals, Shura decided to pledge his loyalty to them and joined their cause.

Shura is a playable character in all three routes and appears as the boss in Chapter 22 of the Birthright route and Chapter 16 of the Conquest route.

Shura is a prepromoted Adventurer that varies on the different routes. On Birthright, he comes at level 10 starting in Chapter 23. Statwise, he has decent HP, great strength, poor magic, amazing speed and skill, middling luck and defense, and great resistance. In his inventory, he comes with a Spy's Yumi and Beaststone+. For weapon ranks, Birthright gives him the highest overall, with C staves for access to many useful staves, and A bows to use all bows and yumi except the S ranks ones. On Conquest, he starts at level 2 in Chapter 17, but only if the player does not kill him in the previous chapter to obtain a pair of Boots, one of the best stat boosters in the game. He is slightly reduced in all stats, and has a Killer Bow and Mend staff in his inventory. He is reduced on weapon ranks as well, only having a D in staves and a C in bows. On Revelation, he has the same lineup as Birthright, but has a Steel Bow and Mend staff in his inventory, and his previous A bows is instead B. On all routes, his growths are the same, being that all of them are awful except speed and resistance. His personal skill, Highwayman, inflicts -3 in both strength and speed if the foe Shura is attacking cannot attack back. Also on all routes, he has Outlaw's skills, the useful Locktouch, and the amazing Movement +1. On all routes except Conquest, he starts with Adventurer's first skill of Lucky 7, gives him a hit and avoid boost for the first seven turns of the map. At a level 15 Adventurer, he gets Pass, which in combination with a high amount of movement, can make Shura an incredibly mobile fighter.
Shura can stay in Adventurer and perform well, but he will want skills from other classes as a way to make him even better. Starting with the other promotion of Outlaw, being Bow Knight. This class increases his HP, strength, skill, and luck growths, but reduces his magic, speed, and resistance growths. The first skill of Rally Skill is useful for when his combat gets worse, and his best option is to be a support unit, and the second skill of Shurikenbreaker is amazing for giving a massive fifty hit and avoid against shurikens/daggers. The first main reclass option is the Ninja class tree. He already has Locktouch, but he can only get Poison Strike from its promoted classes. As an ability, Poison Strike is okay for when Shura's strength is lacking enough that he only deals chip damage, and then after combat, the skill activates and non-lethally chips again. For the first promoted class, Master Ninja increases HP, skill, and defense growths, and only reduces the magic growth. For this classes main skills, Lethality is an unreliable skill made worse with Shura's skill growth not being particularly high, meaning he is mostly going to be stuck with the same proc rate for a while, and Shurikenfaire is great to deal some extra damage with shurikens being more weak. For the other promotion choice, Mechanist increases his HP, strength, skill, luck, and defense growths, but reduces magic, speed, and resistance growths. For skills, Golembane will only have niche uses when the map has a large amount of Automaton, Stoneborn, and other Mechanists. The other skill of Replicate is very useful to get extra attacks in, but can have the downside of an increased risk of dying due to the mechanic where, if one gets damaged, the other does too.
The Fighter class line is also great to get skills from, but not so much the Fighter class, as he gets that classes skills in the promoted classes. The first promoted class of Berserker increases his HP, strength, and skill growths, and reduces his magic, speed, and resistance growths. Rally Strength is one of the best rally skills, and Axefaire is great for extra damage with axes, but only if he is in a class that can use axes. Hero is the other promotion, and it increases growths in HP, strength, skill, luck, and defense, but reduces growths in magic, speed, and resistance. The first skill Sol is an okay skill that has a decent proc rate, and Axebreaker is another great skill for a boost of fifty to hit and avoid when fighting axes/clubs.
As a side note, Shura is best to not be used as a father to Kana due to having awful growths, and there being much better options out there.

Personality
Shura is a thoughtful man[14] who has dedicated his life to following his dream of rebuilding the nation that was his home, even at the cost of abandoning the honor he once had.[15] He holds a deep love for Kohga, even knowing that nostalgia likely clouds his memories of the nation, and often reminiscences on its beauty.[16] Despite his clear passion for this dream, at times he doubts himself and his cause, as he knows deep down that even if he rebuilds Kohga, its people will still be dead.[17] This lack of faith in himself is overcome by the hope given to him by Corrin and the second chance they gave him,[18] and he comes to accept with their help that the spirit of Kohga lives on within him and restoring Kohga is still possible through his efforts.[19]
Shura is ashamed of the terrible things he did for money,[20] and strongly believes that a good, decent person would have chosen death if given the choices he had.[21] While he has a strong desire to survive so that he can fulfill his dreams, Shura also believes that his death would be a deserved one due to the life he lived.[22][23] After joining Corrin's army, he has a difficult time getting accustomed to being treated with kindness and generosity, as he considers getting to know him to be a waste of time.[24][25] Shura is concerned by the fact his reputation could negatively effect others,[7] and isolates himself to prevent causing trouble for others.[26] Once he opens up to others, however, Shura proves himself to be a deeply loyal person[18] that values companionship and is inspired how others continue moving forward despite having their own fair share of struggles.[27]

With help from the Hoshidan royal family, Shura began the difficult task of rebuilding the kingdom of Kohga. Putting his outlaw past behind him, he eventually ran for office and was elected governor.

With cooperation from Hoshido, Shura dedicated his life to rebuilding the kingdom of Kohga. Corrin was hailed as a hero, working alongside her spouse to spread peace worldwide.
Corrin, Queen of Valla & Shura, Righteous Rebel (Revelation)
The two spent the rest of their lives together, Corrin ruling as the wise Queen of Valla. With his wife's support, Shura successfully continued to rebuild the kingdom of Kohga.
