從 2026 年 9 月起,Google 將在未經使用者同意的情況下,悄悄推送一項更新,封鎖所有未向 Google 登記、未簽署其合約、未繳費,且未提交政府核發身分證明文件的 Android 應用程式。

全球每一台裝置、每一個應用程式,無一例外,沒有退出選項。

Google 正在做什麼

2025 年 8 月,Google 宣布 了一項新要求:從 2026 年 9 月起,所有 Android 應用程式開發者都必須向 Google 進行集中註冊,其軟體才能安裝在任何裝置上。這不僅限於 Play 商店的應用程式:而是所有應用程式。這包括朋友間共享的應用程式、透過 F-Droid 發行的應用程式,以及業餘愛好者為個人使用而開發的應用程式。獨立開發者、教會及社區團體,乃至業餘愛好者,都將被排除在開發與發行軟體的行列之外。

若開發者不配合,其應用程式將在全球每一台 Android 裝置上遭到封鎖。

受害的是哪些人

你購買 Android 手機,是因為 Google 告訴你它是開放的。你可以自由安裝想要的東西,這是當初的承諾。

Google 現在要追溯性地改寫這個承諾,對象是你已經擁有的硬體。更新推送後,你只能執行 Google 預先核准的軟體。在你的手機上——你的財產,卻由不得你。

獨立開發者

一位青少年的第一個應用程式、一位志工的隱私工具,或某家公司的機密內部測試版本,都無關緊要。2026 年 9 月後,這些應用程式若未獲 Google 批准,一概無法安裝。

F-Droid 匯集了數千款免費且開源的 Android 應用程式,將此稱為「存亡」 威脅。Cory Doctorow 羅則稱其為 「Darth Android」

政府與公民社會

Google 有據可查的前科 顯示,它會配合威權政府的要求下架應用程式。透過這項計畫,支撐國家各機構運作的軟體能否運行,將完全取決於一家無須向任何人負責的外國企業的意願。

EFF 指出,應用程式守門制度是「通往網路審查不斷擴張的道路」。

Google 的「逃生門」其實是陷阱

Google 表示「進階使用者」仍可 「安裝」 未驗證的應用程式。實際步驟如下……

  1. 進入系統設定,找到開發人員選項
  2. 連續點擊版本號碼七次以啟用開發者模式
  3. 忽略關於強制操作的警告畫面
  4. 輸入 PIN 碼
  5. 重新啟動裝置
  6. 等待 24 小時
  7. 返回後,再次忽略警告畫面
  8. 選擇「暫時允許」(7 天)或「永久允許」
  9. 再次確認你了解「相關風險」

九個步驟。強制等待 24 小時。只為了在你自己的裝置上安裝軟體。

更糟的是:這整個流程完全依賴 Google Play 服務,而非 Android 作業系統本身。Google 可以隨時修改、收緊,甚至廢除這個流程,無需作業系統更新,也無需徵得你的同意……

這不只是 Android 的問題

如果 Google 能對數十億台以「開放平台」之名銷售的裝置追溯性封鎖,全球每一家硬體製造商都在盯著這一幕。

此舉確立了一個原則:製造你裝置的公司,有權在你購買之後,決定你能執行哪些軟體。在軟體界,這叫做 "rug pull";而在硬體領域,這卻是既成事實,徹底剝奪了你的自主權,讓你無力抵抗單一不負責任的守門人,同時也是被判有罪的壟斷者之任意擺布。

Android 的開放性從來不只是一項功能,它是使其有別於 iPhone 的承諾。數百萬人正是基於這個理由選擇了 Android。Google 現在正單方面撤回這個承諾。如今 Google 卻單方面撤銷這項承諾,而且是針對已經在使用者口袋裡的裝置這麼做,只因為他們認定自己已經擁有足夠的市場主導地位和監管影響力,可以為所欲為。

但等等,這不是……

「……只是為了安全?」

安全理由不過是煙幕彈。Google Play Protect 本就能獨立於開發者身分之外掃描惡意軟體。要求提交政府身分證件並不能讓程式碼更安全,只會讓開發者更容易被識別。

「……使用進階流程的話仍可側載?」

九個步驟、24 小時等待、深埋在開發人員選項之中,透過 Google 隨時可以撤銷的專有服務來執行——這不叫側載,這叫嚇阻機制

「……只有做了虧心事才需要擔心?」

吹哨人、記者以及在威權政府統治下的倡議者,將會是第一批受害者。接下來則是處於家庭暴力環境中的人們。這些群體都有正當理由使用或散布軟體,而不必將自己的真實身份放入 Google 的資料庫中。匿名貢獻開源專案是比 Google 本身更古老的傳統。這項政策將在 Android 上終結這項傳統。

「……跟 Apple 做的一樣?」

Apple 從第一天起就是一座圍牆花園。人們選擇 Android,正是因為它與 Apple 不同。「Apple 也這麼做」是一種向下競爭的說法,也是薄弱的「你也一樣」(tu quoque)論證。在監管壓力之下(歐盟的《數位市場法》),連 Apple 都被迫逐步開放。而 Google 卻反其道而行:試圖進一步鞏固其守門人的地位。
