Truncate - add modifier class to apply for max character truncate implementation

To help avoid any sort of breaking changes in the future, we should add a modifier class to the pf-c-v6-truncate element when the truncate implementation being used is the new max character truncation as seen in patternfly/patternfly-react#11742
