repl history broke since 11.2.0

Related to #24231 but more basic.

Since 11.2.0 you cannot use the repl history to visit older items.

@jdalton Yes this issue is same as : #24385 (which got fixed, but not landed on 11.2). Anyways, we had reverted the change as @targos mentioned.

This is my mistake and I wanted to add few more test cases to history because this should have caught up in our test suite. I'm planning to add them sometime soon.

So may be we can close up this issue and keep #24231 open until #24804 lands?
