A.
When signs are erected lawfully, giving notice thereof, no person shall park a vehicle at any time upon any of the streets or parts of streets designated as prohibited parking areas by this chapter or by temporary regulations in conformity with Article II of this chapter.
B.
For the purposes of enforcing parking along public streets, the City may consider supplemental signage and/or painted yellow curbing when any of the following conditions exist:
(1)
The 85th percentile speed on the through (major) street exceeds 28 mph.
(a)
The 85th percentile speed is the speed at or below which 85% of the drivers will operate with open roads and favorable conditions.
(2)
Through (major) street traffic exceeds 1,000 vehicles per day.
(3)
Side (minor) street traffic exceeds 200 vehicles per day.
(4)
The intersection is directly adjacent to a school.
(5)
Accident history shows five crashes within the most recent three-year history.
(6)
Intersection geometry does not allow for adequate site distance to safely enter the intersection.
(7)
Other issues of concern as determined through engineering judgment by the City Engineer.
