A.
No person who owns or has possession, custody or control of any vehicle, trailer, boat or any other property shall park, stand, store or permit, suffer or allow such parking, standing or storing, upon any street, alley or City-owned or operated parking lot for more than a consecutive period of 72 hours. Slight movement back and forth of the vehicle does not constitute compliance with the 72-hour restriction.
B.
In the event a vehicle, trailer, boat or any other property is parked, stored or left standing upon a street, alley or City-owned parking lot in excess of a consecutive period of 72 hours, any member of the police department may issue a parking citation or remove the vehicle, trailer, boat or other property from the street, alley or City-owned parking lot in the manner and subject to the requirements of the California Vehicle Code and this code. C.
This section shall not apply to vehicles or equipment reasonably placed on public property with the permission of the traffic engineer while construction is in progress.
