No person shall be present in Kuemmel Park during the hours from 11:00 P.M. until 6:00 A.M. Stump Island Recreation Area shall be open to the public at all times.

Kuemmel Park shall be closed to the public during the winter season from approximately November 1 until April 1. No vehicle shall be present in the park during such out-of-season time when a notice of the closing thereof is posted at the entrance to the park. Walking and sledding shall be permitted in the park. Stump Island Recreation Area shall be open the year round unless the river does not permit.

No motor vehicle shall be operated in said parks at a speed in excess of fifteen (15) miles per hour. No motor vehicle may be operated off of the roadways in said parks, and the operation thereof shall comply with any duly erected signs or markers regulating the same. All vehicles or trailers shall be parked in designated parking areas only, except that boat trailers are further restricted to parking only in the boat trailer parking area.

The discharge or possession (not to include guns displayed on gun racks in a vehicle) of any firearm in said parks is prohibited, except on the part of any Police Officer. Turkey shoots held at either park shall be exempt.

Loitering in or about the shower-latrine building in Stump Island and the latrines in Kuemmel Park at any time is prohibited. No fish or animal shall be cleaned in or around any latrine or shelter house, also no fish or animal carcass or remains of such shall be left near said buildings, camping areas or dumpsters.

All of the provisions of the anti-litter ordinance of such City, Chapter 210, Article IV, of this Code, shall apply and be effective in said parks, and violations thereof occurring within said parks shall be punished in the manner provided in this Article rather than in said Chapter 210, Article IV.

No radio, record, tape player or any other sound-producing instrument or apparatus shall be so operated as to produce a sound which is a nuisance to any other picnic area, campers or residents of the area.

All vandalism, or damage to or destruction of public or private property within said parks is prohibited. No person shall, without lawful authority, attempt to, or in fact alter, deface, injure, knock down or remove any official sign, signal, marking or traffic control device, or any inscription, shield or insignia thereon, or any part thereof.

All persons shall obey the instructions of any official signs, markings, or traffic control devices installed in said parks by the authority of the Governing Body, unless otherwise directed by a Police Officer. For the purpose of this Section, it shall be presumed that any sign, marking or traffic control device installed or erected within said park shall have been so installed or erected by proper authority of said Governing Body.

Fees for camping in Stump Island Recreation Area shall be collected by the Glasgow Police Department in the amount specified and determined from time to time by proper action of the Governing Body.

Reservations for the use of any shelter houses in said parks are prohibited. Shelter houses shall be open on a first-come, first-served basis. Any and all formal or organized parties shall be held responsible for cleaning up the area, or be charged twenty-five dollars ($25.00).

No playground equipment, picnic tables or any other park equipment shall be moved or altered without the permission of the Glasgow Park Board.

Open campfires are permitted in the camping area only, and shall be extinguished and cleaned up, with any extra wood stacked neatly before leaving.

During periods when the Stump Island Recreation Area shall be fully or partially covered by floodwaters, it shall be unlawful for any person to drive a motor vehicle in the area covered by floodwaters to otherwise damage the sod and park under said floodwaters. Provided that the Mayor may issue a permit for a person to drive in such area covered by floodwaters when in his/her opinion such a permit is required for access to boat docks or other facilities adjacent to the park.

A. 
No fishing shall be permitted from, and no swimming or diving or sunbathing shall be permitted from or within ten (10) feet of the boating dock at the Missouri River in Stump Island Park. Any person violating the foregoing shall be guilty of an offense.
1. 
The boating dock shall be generally used for loading and unloading of boats, and not for other purposes.
2. 
Penalty. The penalty for violating the foregoing shall be as provided in Section 100.220 of the Code of the City of Glasgow.
