Maintain or remove the Cannonical Snapcraft package

Description
The Snap package has not been updated since the files for it were added by an external maintainer in https://github.com/danmar/cppcheck/commit/61ef48bcad7cc622db7dd7e6fcd903ea9e184e52.
Since people are actively using it (see https://plugins.jetbrains.com/plugin/8143-cppcheck/reviews#review=41830) the experience is most likely not what they would expect. So we should either get control of that package and update it (possibly "easy" via the release workflow and GitHub actions) or get the package removed.

https://github.com/danmar/cppcheck/pull/8453 removed the configuration from the repo.

Somebody took ownership and updated it: https://sourceforge.net/p/cppcheck/discussion/development/thread/04c7898722/. It is mainained via https://github.com/iosifache/cppcheck-snap.
