According to the defect report https://wg21.cmeerw.net/cwg/issue727 mentioned at https://en.cppreference.com/w/cpp/language/template_specialization the full specialization of a member function is now allowed in class scope as well as namespace scope.
This example shows the previous behavior:
Partial specializations of member template may appear both at class scope and at enclosing namespace scope, but explicit specializations may only appear at enclosing namespace scope.
