Open Docker Dashboard when Docker Desktop starts no longer works in 4.27.0

Description

The Open Docker Dashboard when Docker Desktop option in General no longer is respected. Even when disabled, Docker Desktop starts when opening. This option was respected and worked correctly in 4.26.x.

Reproduce

1. Open Docker
2. Go to General
3. Uncheck Open Docker Dashboard when Docker Desktop
4. Close Docker
5. Open Docker again

At this point the window opens when you would not expect it too.

Expected behavior

Docker opens without opening the main UI window. It is visible in the task tray.

Thanks for the report @marty0678 and apologies for this regression. We are working on a fix, which will be included in the next Docker Desktop release.

Description

Today, I updated docker to the last version (4.27.1) and the error stills happening.
When the computer starts, the docker engine must be initialized in background (with my configuration) but the dashboard still opening.

The error is indeed still present in the 4.27.1 release. We will include a fix in the next release.
