Gutenberg border block setting should be working properly.

Hello Team,

I have Worked on gutenberg block into the twenty-twenty three theme and found that Block border setting is not working properly as expected.

When we add paragraph to paragraph block and then change "Border Color" from the block setting, Then there is no border px add into the border block setting, But the border is adding to the paragraph. I just changed border color, Not adding border px.

If this is the behaviour that if we will make any change into to border color, Then border will add to the block. Then I think that the px should be change to 1px instead of kept it blank when we change border color.

When we change border size using border range control and set it to 0, And we are test it again and change only border color from border block setting, At that time border px is changing to 1px instead of blank.

So, I think that the border size should be change at very first time when we change only border color, So we can easily seeing that border size.

Step-by-step reproduction instructions

• Select paragraph block
• Add any text to paragraph
• Change border color from block settings
• Check border size was not changed when we change it color

• WordPress version: WordPress 6.7.1 running
• Theme: Twenty Twenty Three
• Browser: Google Chrome, Version 132.0.6834.160 (Official Build) (arm64)

• Gutenberg plugin: Version Version Version 20.2.0

Actual behaviour

The actual behaviour is when we trying to change border color at that time border size should be changed to 1 px instead of blank.

• Are all plugins except Gutenberg deactivated? Yes
