Description

In Safari, Copy and Cut actions from the block options dropdown menu do not work when the Classic Block is empty.

Keyboard shortcuts (Command + C / Command + X) work as expected.

The issue only occurs when the Classic Block is empty.
If the block contains content (e.g., after using "Edit" and adding text), the menu Copy/Cut actions work correctly.

This suggests a possible focus or selection issue when the Classic Block has no content.

Expected Behavior

The block should be copied or cut.

Actual Behavior

Nothing happens.

Step-by-step reproduction instructions

  1. Open WordPress Playground running WordPress 7.0-beta1.
  2. Create a new post.
  3. Insert a Classic Block.
  4. Do not add any content.
  5. Open the block options dropdown menu.
  6. Click "Copy" or "Cut".
