Navigation Overlays: Add .wp-block-template-part class by default #74967

What problem does this address?
Navigation overlays currently do not have the .wp-block-template-part class, even though they are template parts.
This class helps to identify easily template parts, which helps with styling and better CSS specificity and eventually loading the styles only when the template part is on the page (aka performance)
What is your proposed solution?
Add the .wp-block-template-part class by default to navigation overlays.
