Cover Block/Navigation Block

Description

When the cover block is used to contain a navigation block the overflow setting of the cover block prevents the display of sub-menu items that extend past the limit of the cover block.

Step-by-step reproduction instructions

1. insert cover block into page/post content or header template part/synchronized pattern.
2. insert navigation block into the cover block - place the navigation block in the bottom 1/3 of the cover block
3. select/modify menu items so that at least one main menu item has several sub-menu items
4. save/update the page/post and view
5. hover over the menu item with sub-menu items associated
6. the drop-down display of sub-menu items extends only to the bottom margin of the cover block
7. screen recording shows adding Additional CSS to set cover block overflow to visible and the result.

This limitation severely limits users from creating beautiful header layouts using the Cover Block. Unless the Navigation is placed at the top of the Cover Block and the Cover has a considerable minimum height, the submenus don't work. On support, it's not uncommon to see users dealing with this limitation.
