What?

• Adds a WordPress.org-compatible readme.txt to the plugin root documenting installation, usage, REST endpoints, hooks, developer notes and changelog.

Why?

• The repository was missing a readme.txt, which prevents proper display on WordPress.org and makes it harder for users and integrators to discover installation instructions, REST API usage and developer details.
• Provides canonical documentation for publishing to WordPress.org and improves contributor onboarding.

Thanks for your PR, but there are no plans to submit this plugin to the plugin directory, so I don't think it really makes sense to add this. It would be more confusing than the absence of such a file.

The code base here is primarily a feature project and has been largely merged into WordPress 6.9.
