404 on RichTextToolbarButton documentation page

Issue Description

The documentation for the RichTextToolbarButton component is missing and the current link leads to a 404 error page. Additionally, this component has been deprecated since WordPress 5.3 and should now be accessed via wp.blockEditor.RichTextToolbarButton, but the Format API guide does not mention this change.

Why is this a problem?

• The link to the component documentation returns a 404 page.
• The component is deprecated, but this is not mentioned in the guide.

Suggested Fix

• Add a note to the Format API guide explaining that RichTextToolbarButton is deprecated since WordPress 5.3.

Coming to the reference resource for component documentation, it can be either erased or else shown in such a way that it is known to the user that the resource does not exist anymore. I have attached reference images for both the cases.

Moving to the next issue regarding depicting that the component is deprecated. We can add a note at the start of the document saying,
Note: The RichTextToolbarButton component has been deprecated as of WordPress 5.3.
You should now access it via:
const { RichTextToolbarButton } = wp.blockEditor;
This change is not reflected in the current documentation, but should be used to avoid deprecated warnings in custom formats.
