[Steam Machine] Power settings not persisting after restart

Please describe your issue in as much detail as possible:

I use the Steam Machine as a HTPC. I disabled the sleep options in the power settings. However when the device wakes from sleep or is restarted, these settings revert, meaning that when watching a movie/episode, the SM will enter sleep mode after 10 minutes of no input.

Steps for reproducing this issue:

1. Disable Sleep settings in Power menu
2. Reboot device
3. Sleep settings have reverted to 10 minute sleep.
