This PR adds an algorithm to calculate target geodetic coordinates based on radar measurements (Azimuth, Range, Elevation). It converts Geodetic coordinates to Earth-Centered, Earth-Fixed (ECEF) Cartesian coordinates and applies Bowring's method for precise conversion back to Geodetic.
