(a) 
Any animal running at-large or violating any provision of this chapter in the city limits shall be impounded by the animal control officer or any police officer.
(b) 
If any of the animals named in this chapter are found upon the premises of any other person, the owner or occupant of the premises shall have the right to confine the animal until he can notify the animal control officer to come and impound the animal, provided the same is done in a reasonable time. When so notified, it shall be the duty of such officers to at once cause the animal to be impounded as provided in this section.

The city administrator shall select and establish a place for impounding all animals impounded under any provision of this article.

The fees charged for the impoundment of animals under this article shall be the actual costs incurred by the animal shelter facility.

(a) 
Holding period.
Non-microchipped or tagged dogs and cats in violation of any section of this chapter shall be kept for three (3) days unless otherwise specified. Microchipped or tagged dogs and cats in violation of any section of this chapter shall be kept for five to seven (5-7) days, as available space allows, unless otherwise specified. It shall be the duty of the animal control officer to keep a dog or cat for a period of not less than seventy-two (72) hours from the date of impounding. If, at the expiration of seventy-two (72) hours from the date of impounding, such dog or cat has not been redeemed, it shall be destroyed or sold as provided for in this section.
(b) 
Redemption prior to sale or destruction.
The owner of any dog or cat impounded may redeem such dog or cat at any time prior to sale or destruction by having such dog or cat duly vaccinated against rabies, and the payment of any fines. In addition, before such animal is released, there shall be paid the total cost of boarding such animal while so impounded.
(c) 
Sale or destruction.
At any time after the expiration of the period of time for redemption of an impounded dog or cat, as set out in this section, the animal control officer or any other person designated by him may, without further notice and without advertising in any manner, sell for cash, not to exceed expenses incurred, any dog or cat not redeemed or reclaimed. All dogs and cats not redeemed or claimed nor sold after the period of time for redemption has expired shall be destroyed by the animal control officer or any person designated by him.

The animal control officer or police officer shall have the right to waive the applicable impoundment period for any animal deemed to be a feral cat. The animal control officer or police officer may have the feral cat humanely destroyed at any time.

Any animal impounded under any section of this article may be destroyed by an animal control officer, city-appointed veterinarian after it has been impounded as provided for under this chapter. In lieu of destruction, an animal control officer may make available such impounded animals to any state-accredited school of veterinary medicine or to any institution, corporation, laboratory or individual engaged in bona fide research in the health sciences in which the animal can serve a beneficial and useful purpose in such research. Such disposition shall be without cost to the city, and any monies received for the animals shall be applied as in the case of the sale of the animal as provided for in this article.
