Originally due to be broadcast last December, it was aired last Wednesday.
The statement says that "The race director did not decide to deploy the safety car and took no steps to do so".
In RC you have the race director, and then a number of other radio channels which trackside marshals are on. The race director does not talk directly to the marshals. There are communicators in between.
One possibility is that someone in race control thought they heard direction for a safety car and passed that on. That would explain why multiple flag posts displayed flags and boards.
