You know what, I am going to engage just not with whatever strawman you just crapped out there. There are models for policing which are not tainted by the fruit of the poison tree, of slavery. The London Police force is a modern interpretation of policing which is not birthed from Capital vs. Labor; but instead a sort of conscious collective consent to be policed by their community. It's an extremely different take on Policing from the american form, which has its roots in slave catching and pinkertons. There is a model for it, it is not the one we have, and dismantling the one we have is likely the only way to get the other one.
The police have precedent that states that they have no requirement to stop violence. That's not their job, so, from a standpoint of 0: the amount of violence they are asked to stop and >0: the amount of violence they commit. Yes.
But none of that has anything to do with the idea of 'rule of law' where we see blatant corruption, property theft, and extortion at the level of the levers of power, and no consequences. THIS is what erodes the rule of law and the police are utterly unequipped to confront it, even if they were not aligned with it. Which they are, because their roots are as enforcers of Capital.
