More languages than needed accessible

i only choose desired languages (DE, EN, ES, IT, FR) but can also access other languages by url like RU and FI (Finnish).

how is this possible and how can i prevent that? we dont want other languages to index on search engines and dont want them to access by user.

we have paid business licence.
